Retraining (Umschulung) (Obtaining a vocational qualification later (nachträglicher Berufsabschluss)): Retraining (Umschulung) is training that leads to a recognised vocational qualification. Full-time, it is usually at least a third shorter than the regular vocational training (section 180 (4) SGB III).
Duration
A full-time measure leading to a qualification in a recognised occupation requiring vocational training is considered to be of appropriate length if it is at least a third shorter than the regular training (section 180 (4) SGB III). There are exceptions if shortening is not legally possible or if, in the individual case, successful participation can only be expected without shortening.
Legal entitlement to funding
When obtaining a vocational qualification later, funding is granted if you do not have a vocational qualification with training of at least two years, or have worked in unskilled or semi-skilled jobs for more than four years and are probably no longer able to work in your trained occupation, are suitable, are likely to take part successfully and improve your employment prospects (section 81 (2) SGB III).
In addition, there are the training allowance (Weiterbildungsgeld) and the training bonus (Weiterbildungsprämie). More detail in the article Retraining with an education voucher.
In practice: an example
A warehouse assistant without a vocational qualification has worked in unskilled and semi-skilled jobs for eight years. He would like to become a warehouse logistics specialist (Fachkraft für Lagerlogistik). Because he lacks a vocational qualification with training of at least two years, the legal entitlement under section 81 (2) SGB III may apply, if he is suitable and is likely to take part successfully. Alternatively, he can obtain the occupation in modules through a partial qualification.

Frequently asked questions
Is retraining harder than regular vocational training?
The content is the same, the time usually a third shorter (section 180 (4) SGB III). That means more study per week. In return, most participants bring professional experience with them.
Who pays a salary during retraining?
With retraining funded by an education voucher there is no salary. Unemployed people usually receive unemployment benefit during vocational training and, in addition, a training allowance of 150 euros a month (section 87a SGB III).
